Scientific and Educational Cooperation with the Sultanate of Oman

On May 28, at the Intellectual Center – Fundamental Library of Moscow University, MSU Rector Academician V.A. Sadovnichy and the Rector of Sultan Qaboos University (Oman), Dr. Fahad Al Said, signed an additional protocol to the Cooperation Agreement, specifying and expanding the agreement concluded a year ago between leading universities of the Russian Federation and the Sultanate of Oman. A representative of the ruling family, Her Highness Dr. Muna bint Fahad Al Said, Vice-Rector for International Cooperation at Sultan Qaboos University, also participated in the meeting.

Rector of Moscow University, Academician V.A. Sadovnichy: "The Sultanate of Oman is one of Russia's key partners in the Persian Gulf region and the Middle East as a whole. On the eve of the 40th anniversary of the establishment of diplomatic relations between our countries, we particularly appreciate the interest of the Omani scientific and educational community in strengthening cooperation with Moscow University. This is evidenced by our agreement with Sultan Qaboos University last year and the current meeting, during which we are clarifying and expanding the partnership formats between these two leading universities in Russia and Oman. We agreed to strengthen cooperation between scientists, faculty, and students in priority areas such as quantum technologies, artificial intelligence, molecular and regenerative medicine, and space exploration. I am confident that our partnership will become a model of fruitful international collaboration in science and education, yielding concrete results and strengthening friendly ties."

Welcoming the Sultanate's representatives to Moscow State University, V.A. Sadovnichy noted that relations between Russia and Oman are characterized by decades of mutual support, mutually beneficial partnership, and warm, friendly relations. Today, these relations have received a special boost from the recent meeting between President Vladimir Putin and His Majesty Sultan Heytham bin Tarek Al Said. "Cooperation between our countries is developing rapidly, expanding into new areas, and posing new challenges for the further development and strengthening of bilateral relations between our countries," the Moscow State University Rector emphasized.

In his speech, the rector focused on MSU's scientific and educational potential and the priorities of its international activities, one of which is cooperation with the Arab university family. "In 2019, together with our Arab partners, represented by the Association of Arab Universities, we established the Federation of Rectors of Russian and Arab Universities, which unites over 80 leading Russian and Arab universities. We regularly hold Forums of Rectors of Russian and Arab Universities, alternating between Russia and a member country of the League of Arab States," explained Academician V.A. Sadovnichy. The rector emphasized the practical nature of the collaboration: "The pooling of our countries' scientific potential in this area can bring real benefits to millions of people."

In accordance with the additional protocol to the Cooperation Agreement, efforts will be organized or intensified to organize short-term visits for faculty and researchers to participate in conferences, seminars, and lectures, as well as for academic activities. Long-term visits for teaching or research, as well as faculty exchanges, are also envisaged. Student exchanges and internships are also planned for both sides at innovative companies in Russia and Oman. This summer, students from the Faculty of Engineering at Sultan Qaboos University and students from the Faculty of Economics at Moscow State University will jointly complete a summer internship at the Russian company "Trust Technologies."

The joint work of the two leading universities will cover a number of strategically important areas, including medicine, ecology, and fundamental and applied physics. Oman's participation in the Moscow State University project to create and operate a university space observatory for exoplanet research was also discussed. Moscow State University's experience in creating and developing virtual laboratories based on VR/AR resources for teaching and experimentation in physics and environmental sciences will also be utilized in the implementation of the agreement.

The meeting was also attended by Hamoud Salim Abdullah Al Tuwaikh, Ambassador Extraordinary and Plenipotentiary of the Sultanate of Oman to the Russian Federation, and deans of several faculties. A partnership agreement between Sultan Qaboos University and Moscow State University was signed on July 8, 2024. Its strategic goal is to deepen scientific research and educational cooperation, including faculty and student exchanges and the organization of joint academic conferences and projects.

Sultan Qaboos University is Oman's leading university and is named after the former head of state, whose half-century of rule and policies of profound social reform made history not only in his country but also throughout the Middle East. Currently enrolling over 15,000 students, the university will celebrate its 40th anniversary next year. The university holds a leading position in national higher education and is included in international educational rankings. The university comprises nine faculties and centers, offering higher education programs in key areas of the natural sciences and humanities.
