A university employee at a UN expert meeting in Kuwait
From July 1 to 3, 2025, an international expert meeting was held at the Kuwait Oil Company Exhibition Hall in Kuwait City, Kuwait, organized by the UN Office of Counter-Terrorism and the Gulf Cooperation Council (GCC), with the support of the Russian Federation. The key topic of the meeting was the protection of oil and gas infrastructure from terrorist attacks and emergency response operations.
During the official opening, participants were welcomed by Vladimir Zheltov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Kuwait; Jassim Al-Budaiwi, Secretary General of the Cooperation Council for the Arab States of the Gulf (GCC); Nasser Al-Buhairi, Director of Health, Safety, and Environment at the Kuwait Oil Company; and Rashid Al-Marri, Director of the GCC Emergency Situations Center.
The expert panels opened with a presentation by Dmitry Medvedev, Head of the Department of International Cooperation in Security at Gubkin University, on "International Practices for the Comprehensive Protection of Energy Infrastructure."
During the panels, participants discussed current challenges in protecting oil and gas infrastructure from terrorist attacks and emergency response operations, and emphasized the need to develop international cooperation and exchange experience in this area. The series of events also included virtual exercises and crisis management training in the event of an emergency at an oil and gas facility in the Gulf countries.
